The civil service as a path is also quite neglected for careers that have an outsized impact. It's related to policy, but distinct from the kind of world that you've worked in. I think if you can be quite careful and judicious about which agencies you're going to go work for based on where you see the most important policy decisions you need to make, then absolutely it can be very impactful.
