Nuclear regulation may be a plausible case of capture, both here and an in other countries. State and local governments are so restrictive that you cannot really get a new nuclear power plant built to day. The least captured agency would probably be the consumer financial protection bureau. But i'm not saying that's a better model, necessarily, but clearly sometimes that happens when capture, by design, does not.
