The Importance of Sanctions on the So-Called Oligarchs

The initial idea was that if we sanction them, they're going to be so incentivized to overthrow Putin. The trouble is that you've taken out a few valuable targets and they haven't had they haven't ended the economic war. We just take them out and we're just like firing shells at anybody. So someone like Tinkov who shouldn't have been sanctioned at all as actually on our side ends up being collateral damage.
