Is the California Workers Comp Act Infringing on the Legislative Right?
Prop 22 would create a system of workers comp in California. But the bill of attainder prevents it from being passed by 95% of voters. The court responded to that argument and said there are two ways you can bring an initiative into law. You can undertake a ballot initiative statute, or a ballot initiative constitutional amendment. We're great more power to you bring it as a constitutional amendment than just sort of your run-of-the-mill legislation.
