Custer's last stand allowed for a transmutation, where failures of state power could be seen as noble sacrifice or even martyrdom. It helped then to provide a moral rationale for expanding state and military power. From that point onward, in the 20th century, the growing national fear was not of a weak powerless state, but more the opposite: fear of a weak and powerless individual.
