I think it depends on if something is something that you do because it helps you feel like yourself versus something that you're just doing. There's a lot of reasons that people wear clothes that aren't just gender expression. I don't understand what other criteria for defining gender exists so why isn't gender defined by an individual self identification with feminine or masculine traits sure seems like an obvious way to go.
