The CIA's Practice of Creating a Legend
The Cuban Consulate in Mexico City was one of the CIA's most heavily surveilled foreign diplomatic postings. Oswald told a Mexican woman working there, according to her later testimony, that he was a reporter of Fidel Castro. He showed her his Fair Play for Cuba committee card, and he gave an account of his tussle with the DRE in New Orleans. The tapes of those calls do not depict Lee Harvey Oswald as would be found out at the time of the Kennedy assassination.
