There's a sense that you can't always get held up on technical details, and you need to create romendom coming out of here. So i think there's an attempt to get around it a little bit. Of course, the challenge is that it only takes a few countries to hold something up. And if you're, say, the government of brazil, maybe you don't care that much about how you look and being international villa.
