Jude's Letter to James
The letter was written by a man named Jude. He introduces himself as a servant of Jesus Christ and brother of James. The most natural context for that would have been somewhere living in the land of Israel. But he doesn't give a specific geographical location, so it's probably written for Jewish believers living there.
