The open web is what we all generally operate on, using browsers like golchrome and microsoftege. If i'm an operate in the dark web, i'm going to have to use a different set of tools. And you need a special set of tools to access new special sets of brousers. The other way that we define it is things that are not indexed by gol ebsites, or other search engents for that matter. That technically is called the deep web. But at the high level, i say web sites in market places that are not indexes by the search engines.
