Are American Universities Really Thinking About Scientific Cooperation?

In the 1970s, there were very limited controls on what China was able to get access to in terms of academic exchanges. American scientists are also enthusiastic about reconnecting with their colleagues in China. And this mirrors, as I already mentioned, a generous approach to export controls when it comes to physical technology. It's really only after normalization, and from 1979, that, that we see perhaps a higher level of scrutiny of Chinese access to, to American knowledge.
