How does a government experiment without causing harm? I think there are some good examples of it actually. Of course, it has to be done in an equitable way. Like all design, you have to think about where do you put these interventions? What parts of the city are they going in? You know, how do you make sure that it's distributed evenly? But I think it's something that can't be done.
