The History of the Mexican Revolution

By 1938 President Cardenas had been in office for four years and done more than anyone to actually fulfill the promises of the revolution that was by now 20 years in the past. Article 27 of the Constitution of 1917 stated unequivocally that the subsurface resources of Mexico belong to the nation. In 1935 and 1936 Mexican oil workers numbering close to 20,000 started demanding collective bargaining contracts with the oil companies who refused.
