The California Data Protection Bureau Delegated Rulemaking Authority
The California law delegated rulemaking authority to the California data protection bureau, basically. They just closed their rulemaking session, but I've been able to review a draft of the law. And in the draft, they talk for four or five pages on what the signal is and what it needs to have happen when you see it.
