Is It Possible to Spin Up a New Fuel Depot?

i'm unconvinced that logistics alone will be the decider in ukraine, but i think it's at least a 50 per chance that the big story will be logistics. So you don't have to take it all. You just have to degrade it to the point where they're so ineffective that there's a cascade effect to collapse. Do you think anybody knows? First of all, can anybody make that kind of an estimate?
