Is There a Systematic Scavenger in the State?

I think and you take it quite seriously throughout the book that like, there's not simply a scapegoating of the state. I mean, like, regular people like us also do bad things. There's systematic coercion and oppression, but there's also like, Alexander Solton says evil runs through the human heart. And meaning if you scapegoat others and think you would be innocent, it proves that you don't know yourself. So this is a real problem. And it was a social problem and a problem of contagion and evil.
