The War on Leningrad
Stalin wanted to prevent a war fought on Soviet soil under all circumstances. The Soviets at the time had entered into a whole slew of non-aggression treaties with many of their neighboring nations. Germans have debated long and wide about why Hitler decided to attack the Soviet Union in June of 1941 then, two years after they entered this non-aggressive treaty. It took Stalin's Red Army months to mount an effective defensive against Nazi Germany.
