Bavingk believes that theology needs to keep on unfolding, it must continually be written and expanded. He's modern in that sense, but there's a question of is he himself a modern theologian? The difference between Bavink and the radical modern doctrinal revisionists of his own day is that for a lot of them, sort of like the professors he studied under, were really heterodox liberal theologians.
