The Cost Containment Reserve
The cost containment reserve is basically like this extra bike stock pile somewhere. Government does actually stock pile one point four billion pounds of cheese for this very reason, to make sure bikes don't get more expensive. Starting this year, reggie also created the emissions containment reserve, which allows participating states to withhold allowances if prices fall below a certain number. This is a price floor, which makes sure tha carbon price doesn't dip below a certain point.
