Portland's Black Community in the Albina District

The albina district has been the nucleus to much of Portland's black community. For generations, the portland police bureau conducted years of targeted harassment aimed at the albina community. Many left to the fringes of the city in search of lower rents. In the last decade, home ownership for black portlanders has fallen, not risen. About seven point two % of monnoma county's population is black. But according to their most recent point in time count, which was released in pre coved times, it showed that black portlanders accounted for more than 16% of the houseless in the area.
