The UN studio designed twin towers were going to be the tallest building in Australia. I believe it's still under development, under construction. You can't just build speculative apartments so they had a bit further to go. The Royal Exhibition Building is an iconic Victorian centre for events. This is Carlton Gardens in Melbourne - not Botanical Gardens as previously thought.
