Harry lied about wanting to see terminus. He was creating a narrative of wanting to go there, but instead it seems that the plan all along was for him to die. Gail calls him out when he is pretty much calling her a hypocrite saying that she wanted recognition in such a way that would have put her family in danger. She calls him out and says, well, you're a hypocrite too, because if you truly, if this was truly just about psycho history, you would have let Cleon kill you in the throne room and the plan would have still fallen into place. And he admits he says that's true, but I wanted to live.
