Climate change has two impacts, two potential impacts. Climate change is extreme situations like droughts or flooding and the other one which is extremely important is variability. If you are a farmer and you get a drought then of course you will lose your production. So what farmers can be helped not only because they are rain fed but also with innovative insurance mechanisms such as combining weather index insurance with traditional mechanisms to reduce the risk. In poor countries it is more difficult because you do not have the resources to create this level of subsidies.
