The CRTC's New Law on Canadian Content

The CRTC regulates broadcasting in Canada. The new law will bring companies into the system and ask them to prove that they are either making or spending on Canadian content. In Europe, Netflix is required to have 30% European content in its European markets. On YouTube, social media site, that's perhaps becomes a bit fuzzy,. But the government has repeatedly stated it will not, this is not meant to cover user uploaded content or social media. It's professional content.
