Nobody is expecting this to be a pandemic, let alone one that lasts two or three years. Some of the actions taken were with a view to shutting things down for just a week or two until the whole story goes away. And if they'd realized that it was not going to go away, they would have acted differently. There's an awful lot of people with an incentive who have a vested interest in it not coming from the lab.
