The Importance of Reparation in the Case of Nazi Germany
It's difficult because if you take the case of Nazi Germany and the Holocaust, the murder of millions of Jews may have benefited some Germans. So many writers, scientists, musicians, it's hard to do a cost-benefit analysis. On your model, there is a duty, it seems, to make reparation, but it doesn't tell us what kind of reparation should be made.
