The way the Mac used to work is if you clicked on a window anywhere on the Mac, it would bring that window to the front. With Mag OS 10, they made it so only one window comes to the front when you click an individual window. You can change that behavior with various modifier keys or by using my lovely little dingy utility called front and center in Apple's app store.
