The majority of Europeans live in apartment buildings and it's hard for technical and grid-tirthing reasons to make that work. Norway is experimenting with a digital attribution model in which the grid provider would virtually allocate the solar value between the apartments. But this is still on the very experimental stage and community solar and apartment solar hasn't really taken off.
