Historical puritans wouldn't even let you come up and take communion unless you were certain you were saved, which meant only the elders were really allowed to take communion. In some traditions, some of the calvinist ones, for example, would even argue that if you're not sure you're saved, that also means you're not saved. So i have seen historically that there have been congregations where it's been said that even up to three quarters of the congregation was not eiving communion.
