Pandemic - Is the NIH and NID in Charge of the Policy?

NIH and NID are research organizations. Their role during a pandemic or any public health emergency is to fund the necessary research that is needed. They didn't do those, many of those studies that should have been done. And I think it's dangerous to mix the research portfolio with the policy because then the scientists who want to speak up won't dare to speak up.
