The claim is that they're human trafficking victims who have family back home in Honduras who are being threatened and if they stop selling them, their family will be killed or they'll be harmed. These guys are making like $1,000 plus a day. It's an easy job and you make tons of money. There's paying for this is not you don't need to force people by threat of violence to sell drugs in the tender line.
