The Cost of Living in Vulnerable Areas
I think that the problem is that historically people who live in vulnerable areas haven't borne the costs that they were incurring, right? So another example is in California, right? Like the US Forest Service and Cal Fire, those are taxpayer funded departments, they front the cost of putting out the fires in vulnerable areas. They're essentially subsidizing the cost of living in very vulnerable parts of the state,. And so making people bear the costs is, it's very unpopular, right? Because a lot of them didn't exactly know how much risk they wereincurring.
