In a lot of ways, it's the public service people who have been getting the shaft. At one point, there were five different official or unofficial exchange rates in Lebanon. The bank has their own parallel market rate that they do. That's about 10,000 less than the unofficial parallel market rate and is mind boggling because certain taxes are using this rate.
