The System of Punishment in Imperial Law
In Imperial law, everybody in a family is categorized as junior or senior to each other. You make it a crime to report your parents because if you can do that, then the child has leverage over his parents. Any offense committed by a junior relative against a senior relative, the punishment is ramped up. In general, it really is not much fun to get entangled in that system, and as I interpret it, that was deliberate.
