For aging states like the us, labor shortages can be filled by immigrants. A lot of less developed countries who send large amounts of people abroad will also get a lot of money back in remittances. So if you are a developed country in you're receiving migrants more. Even countries like japan that really are reticent to open the borders to migrant a still have schemes to bring in nurseso to care for older people.
