Decentralization Is Not a Panacea, Right?
I don't think that one or the other is a clear answer for one side of the political spectrum because it really does depend, and historically it has depended a lot based on who's in power. There has to be some institution or some kind of authority that is vested with decision making power over certain aspects of how the community operates. But I do admit that as you said, it's not a panacea to all our problems... We would need to try to think about things a bit more in a case by case basis.
