Jeff and a friend started working roots on the North Island. They kept pitching their vision to government departments, asking them to fund it. The conversations never really went anywhere, so he and his friend took the situation into their own hands. First they worked roots on New Zealand's North Island. Then they moved onto Australia's South Pacific island of Vanuatu. Jeff was eventually rescued after being swept away by a swollen river.
