President Bush wrote to Samuel Do, expressing concern about AFL abuses. The Americo-Liberian lobby accused us of providing counter-insurgency advice in Liberia. At the end of March 1990, we faced a full-fledged civil war in Liberia. For Do and his cronies, the fighting was a game of cops and robbers that opened opportunities for additional extortion and theft.
