How to Choose the Right ETF for You

I'm looking for those things that did horrible when this whole sector to the market did terrible. But I also want it in a package where it's low fee. In other words, I don't want to be paying 100 basis points for this or 75 basis points. It's got to be less than 50 and better off if it's less than, say, 30. The investo SMT 600 pure value fund was really the first one that was available in the ETF form.
