i think the key to solving this problem is to create the minimum disruption on law abiding americans, tens of millions of them, who like it o will to insurance. I want to stop the basically that i think wat are a relatively small number of psychos, young psychos. Maybe there's only a few hundred or a few thousand sort of candidates in the entire country. And we need to create incentives so that these kids can get some kind of help or intervention.
