When babies are born, the system is ready to learn any language. However, what happens in the first year of life is that the system needs to specialize to the specific language a baby is learning. A baby learning English needs to learn the rules of English. Needs to learn that there are certain sounds that are relevant in English and that the system should ignore any other sounds that are not relevant for English. By around nine months of age, they are no longer able to tell the difference between these sounds. So the system must learn to ignore all the things that are notrelevant so that then you can just process language efficiently.
