In Gentilos theory, the state seems to have that privileged insight purely because it is the state. And he sort of creates its own reality so he doesn't think that we should sit down and sort of work out what kind of perhaps constitution we want to have or what kind of politics we should be committed to forever at least. He thinks that somebody always needs to be prepared to make a decision to change as the facts changes.
