The Importance of Co-Payments in the NHS
I've never been persuaded by the argument for co-payments in the NHS. It's a social justice argument about turning away people who will only ask for support from the NHS when they know it's going to be free. But actually, the most efficient way of funding a big national service is through collective taxation rather than lots of little payments. In social care, we start from a totally different place where you've got charging in the moment. We'd like to see over time it become more affordable, less charging, but not to jump to a point where it's free for everyone all the time.
