Siphias is the Treasury's Committee on Foreign Investment in the United States. They're the only ones who can decide what to do with TikTok. From what I understand, they're in the midst of this review process that they will neither comment on or confirm. It's going to be interesting to see how it's used as a pawn in this U.S.-China negotiation at the end of the day.
