Web Development vs Software Engineering - Is That Correct?

I thought web development had more like had a lower barrier to entry than a software engineering job. I think it was more like, if you're going to write desktop applications, you probably want to know Java and then maybe other languages. But as a web developer, you can do it all with mainly JavaScript and then the other web technologies. If you could show that you have the skills, then you can get hired and you could have the skills required for the job, I guess.
