Imagine yourself as a tiny person inside your fridge. It's an enclosed space. And if you could see the molecules in the air, they're all just moving around in there. In order for the reaction to happen, the volatile organic compound literally has to come into contact with the baking soda. So I think it would work best actually if you had it like in a shallow dish on several shelves. But is it practical to have a bunch of open shelves of baking powder? Probably not.
