A bank run could happen anywhere, but the banking system is based on trust. The rules actually state you only have to hold a fraction of your deposits on any given day to fund withdrawals. So, if everybody ever went to their bank to take money out, they would just freeze the system. But it's based upon trust that people won't do that and that people trust their banks.
