Is the HACT Act an Appropriate Subject for Investigation?
Congress has been conflating the two and suggesting that a US court is an appropriate forum for figuring out China's role in the global pandemic. I think certainly puts much too great a burden on US judges, even in the jasstah cases now. The HACT Act would allow suits against foreign states for not only kind of malicious spyware type attacks but really any kind of unauthorized intrusion into US networks.
