Putin is wrong to blame the West for what he's done in Ukraine, Joe Biden says. The idea that NATO caused this is wrong because it presumes that had NATO not expanded, we would have a very different Russia in power today,. We've seen it before. And as I said, it's rooted in recourse to geopolitics and statism in the face of soaring ambitions or capabilities that don't match those ambitions.
