War was no longer considered the normal state of interhuman relations people recognize that peaceful co operation is the best means to carry on the struggle for biological survival. The various regional societies were merged into one ecumen society. Belligerents who do not wage war savagely, in the manner of beasts, renounce the use of some methods of destruction in order to attain the same concessions on the part of their foes. It has been asserted that man is a beast of prey, whose inborn natural instincts impel him to fight, to kill and to destroy.
